Some liquids conduct electricity and some do not. Salt water and lemon juice conduct; distilled water and oil do not.
A weak current may not light a bulb. A tester with an LED or a magnetic compass can detect it.
When current passes through a conducting solution, it causes chemical changes. This is the chemical effect of current.
Electroplating uses this effect to coat one metal with another: chromium on car parts, silver on spoons, tin on iron cans.
In electroplating, the object to be coated is joined to the negative terminal, and the coating metal to the positive terminal.
